Every time Telangana people open their mouths, doubting Toms raise some concerns and doubts and questions. Some of these doubting Toms don’t know the historical background; some others don’t understand political strategies and outcomes. Some are protecting selfish interests while others think they are protecting unity of Telugu speaking people. Whatever the motives and basis for these doubts or questions and concerns, investigating and finding appropriate answers backed by facts, is essential.
01)Andhras have built Hyderabad. Is it fair to ask them to leave it now?
Hyderabad was a beautiful city built by Nizam on the sweat of Telangana villagers. One of the reasons Andhras eyed Telangana was Hyderabad- a ready made beautiful Capitol city. It was fifth largest city before AP was formed and it still is fifth largest city. If Andhras contributed to Hyderabad, it was not out of love for Telangana but was for the convenience of the rich Andhras that have made Hyderabad their home. Hydearabd is still growing but not from Andhras coming to settle but from the middle classes and forward classes of Telangana moving to the city for security and for services and livelihood, as the village economy in Telangana is all but destroyed by neglect of the ruling class, and failure of monsoons. Besides, nobody is asking anybody to leave any place. India is a free country and anybody can go and stay and pursue their livelihood anywhere in India. Hyderabad is a cosmopolitan city and people from many languages and all states of India call it their home. Also, this isn’t a separation of people like Pakistan and India. It is merely a separation of political and administrative machinery so people of Telangana can control their own destiny. The settlers are welcome to stay, contribute and share in the success of Telangana.
02) Why are we hearing separate Telangana slogan again?
The demand for a separate state of Telangana isn’t new. Telanganites have very clearly expressed their opposition a decade before Andhra Pradesh was formed. They reasoned that in a united Andhra Pradesh they will not get justice. Even after five decades, this demand is continuing. The reason for this is the experience of past 48 years that justice will not be done to Telangana and belief that it will continue to be denied to Telanganites in united AP. (Please see pages112 –117 for historical facts).
03) Isn’t Telangana slogan the creation of unemployed politicians?
Telangana demand is a peoples’ movement born out of their problems. Are all the people robbed unabatedly, continuously for the 48-years and raising their voice again, unemployed political leaders? Who are the unemployed political Leaders? Are they the farmers that have been suffering for lack of drinking water, irrigations water, and cuts in electric supply? Are they the workers who lost their livelihood due to lack of new industries, and closure of existing industries? Are they the unemployed youth whose job opportunities are hijacked by outsiders? Are they the innumerable people who have been labeled and suppressed as terrorists because they raised their voice for Telangana? When people are subject to robbery and injustice and take to the streets, it is natural for leaders to enter the fray. Just because out of power politicians support Telangana statehood, does it stop being peoples’ movement? In any movement, politicians in and out of power join in. Some even deceive and attempt to side line the movement, but they can’t stop the movement. Movements continue until justice is served to the people. The educated that are the pillars of this movement aren’t unemployed. They aren’t even after employment for themselves.
04) Why didn’t the Chief Ministers that came from Telangana area work to develop Telangana?
It is true that PV Narasimha Rao, Marri Chenna Reddy (twice), T. Anjiah from Telangana were Chief Ministers of AP. Altogether they were in power for 6-years in four terms. It is also true they haven’t made any noticeable development of Telangana. Jalagam Vengal Rao was a settler. He never assimilated himself in Telangana. He is credited with the disservice to Telangana by extending Nagarjun Sagar left canal. Then what about, Rayala Seema? There were stalwarts from Rayala seems that were in power for twenty years. (N. Sanjeeva Reddy-2terms, Damodaram Sanjeeviah, K. Vijaya Bhaskara Reddy-2 terms, CB Naidu-2 terms). Why is Rayalaseema backward? Fact is they slaved for the Coastal Andhra wealth and the privileged few of these wealthy that control the politics of the state. Fazal Ali commission recognized the consequences of mixing a developed area with a backward area and recommended that Telangana be kept as a separate state. If this country’s politicians had the wherewithal to listen to the wise men, we wouldn’t be in this situation!
05) Isn’t it detrimental to Indian national unity if small states are continuously created?
Out of the 35 states currently in India (28 states and 7 central possessions), 70% are smaller than Telangana. Telangana’s population is 30 million plus. There are 25 states that are smaller than Telangana. If these twenty-five don’t cause national unity issues, why would creation of a larger state be any dangerous? (See P119-120 for details)
06) What would you do if the backward districts in Telangana want a separate state of their own after formation of Telangana state?
Backwardness of Telangana is a major reason for the Telangana state demand but not the sole reason. All ten Telangana districts have same historical background, geographic closeness, cultural commonality, language unity, and mutual understanding among the people. These factors are all foundation for unity of thought. Never did the people of Telangana districts express a desire or sentiment to be separate from the rest of the districts directly or indirectly. There isn’t an opportunity for such either. In our country there are some other backward districts in various states. Are they all demanding a separate statehood? It is meaning less and baseless argument.
07) Why do people with one language need two states?
If one language, one state is the norm, why do we have 9-Hindhi speaking states? Next to Hindi, Telugu is the most spoken language in India. What is wrong with having two states that speak Telugu? Some people claim that Telangana Telugu isn’t the proper Telugu. Some others say it isn’t even Telugu. Why should these people that make fun of Telangana language and ridicule its culture should be objecting if Telangana is separate state?
7) Isn’t a separate state, a nation dividing, people separating demand?
If the desire of a people of a region to have their own state is a divisive act, then all states formation is a divisive act. In fact language based state formation itself is a divisive act. Same reasons that Potti Sriramulu the architect for separation of Andhra from Madras state, presented are the reasons Telanganites want their own state. The same argument used by the Andhras in the past is used by Telanganites now. If it was not an objectionable demand then how could it be objectionable now? Our Indian law suggested for small states for development.
8) How long should states division continues?
States re-organization is a continuing activity in India. Even before Fazal Ali commission this process has started, Example: Formation of Andhra, split from Madras. It has been continuing ever since, Ex: Eastern states division, Maharastra,Gujrath, Punjab, Haryana, Himachal Pradesh, Jarkhand, Uttaranchal, Chattisghad. Why should there be any objections for Telangana formation when there were no such objections for these states formation?
9)There are other backward areas in the state. Why should only Telangana people have a separate state of their own?
Just as Telangana, Rayalaseema and north Andhra have been discriminated. True. But, additionally Telangana has been systemically robbed. Diversion of this regions natural resources, water, under ground resources and their income to other areas, the robbing of jobs from the region’s people, Colonization aren’t directed at other areas. Additionally the Telanganites have been subject to ridicule with respect to the language and the politicians have been looked down upon to the extent they lost their own self image. To preserve their self respect and to protect their region’s natural resources, people of Telangana want their own state.
10)Aren’t Naxalites the cause of Telangana’s backwardness?
Only people that don’t understand or like to conveniently ignore historical facts would ask such questions. Naxals aren’t the cause of Telangana backwardness. They are an effect of Telangana backwardness. Naxals came up in Telangana due to this region has been subject to continues neglect and systematic theft of its resources.
If Naxals are the reason, then districts where Naxals activity is less should be more developed than those with strong Naxals presence. Then why is it that Mahabubnagar where naxals presence was low is further behind Naxals strong holds of Karimnagar, Warangal and Nizamabad?
Similarly, why is Vizag one of the important centers of Naxals activity is a flourishing industrial center not just in state but also in the country?
How is the Kothagudem thermal station which is in the middle of forested area able to complete its expansion under the schedule?
How is National thermal electric center in Ramagundam (even though its electricity isn’t used for Telangana) operating without any problems?
How is the coal from Singareni mines being mined and sent to Andhra and Rayalaseema?
How are Andhra settlers that bought off locals are able to flourish safely and prosperously in many Telangana areas?
In Warangal forests how is AP rayons, a private factory, operating? How are the cement factories in Nalgonda singareni coal belt, those established by the Andhra Capitalists, able to operate and make profits?
Who is responsible for the closure of Ajamjhahi mills, Sirpur sirsilk mills, Anthargam spinning mills, DBR mills, Alwyn factories, Republic forge, fourteen milk cooling plants? Didn’t Naxals object to such irresponsible Government mismanagement?
If Naxals are the cause of Telangana backwardness, how is the current Government who promised to complete all pending projects within three years in Telangana going to do it?
The cause of 1969 Telangana revolution was the Governments partiality. There were no Naxals then.
11)Instead of asking for a separate state, why can’t you fight for development within the frame work of united AP?
The promises of Telangana development have been made for the past 48 years in united AP. Before and after the formation of AP, Which promises were kept? Which agreements were respected? Which projects were implemented? Which principles were they bound to? From the first day of AP formation, till to-day, agreements are being broken. What were the united AP wishers do? Did they even express any concerns? How long should the Telangana people bear this and put up with this injustice?
12) Isn’t separate Telangana state an anti-Andhra people’s movement?
Emphatically, no. Telangana people don’t bear any animosity against the coastal Andhra or Rayalaseema people or the ordinary migrants from those areas to Telangana. Telangana people’s anger is with: The rulers that are raping Telangana resources. With their supporters in Andhra and also from Telangana. Those that came to Telangana and think they are the rulers of Telangana. Those that control the state Government with their financial strength and rob Telangana. Those that ridicule, Telangana language, culture and their mannerisms. All those that become a part of Telangana and share in the happiness and sorrow of Telangana with the locals are welcomed and, respected and loved.
13)What is there to be gained by the SC, ST and weaker sections in separate Telangana?
What did these groups gain in united AP in 48 years? Apart from Sanjeeviah being CM for few months, when did any of these classes have any power? What is the status of these peoples leadership? What is the attitude of current Congress, BJP, both the communist parties, TDP? Not only the weaker sections, even the forward classes of Telangana, do they have any opportunity to exert any real power? For these classes to gain power they have to become active.

Article is good and highlight importance of attention to be paid to Telangana region. But, seperate state with same politicians will not do any good. You are not trying to find the root cause and address it. Moreover, you are creating a seperate haven for your hungry politicians. If you don't believe in co-existance you feel you're being robbed. Even after getting seperate state, it may happen in your terms that Mahabubnagar District is being robbed by Warangal District and further your brother is robbing you when your dad gives him pocket money. You should have done rail roko when mines are being transferred from Telangana to Andhra/Rayalaseema and have climbed electric tower to stop distribution of power from Ramagundam to Andhra/Rayalaseema.

Nobody is talking about the Road map for the development of Telangana. After one month of its formation, looting will start again by the politicians irrespective of regions as usual. A common man will be sufferer again in all the regions.
Some other problem will arise because of the gimmicks of these politicians and people will be kept away from the real progress. These kinds of mass movements should be executed by the people to bring a corrupt politician to the streets. People should raise their voice when the law makers use foul languages against each other and degrade the sanctity of the Assembly. People should raise their voice when the politicians openly abuse each other for corruption and political murders.

Take out any History book ( a comprehensive one..) and you would see the same ideas expressed by the British .They (the British) were absolutely certain that the"coolies" will "after one month of its formation, looting will start again by the politicians irrespective of regions as usual. They even accused the Congress taking part in the election process and working with the British Government .They accused Motilal Nehru (most of the freedom fighters had posts in the Govt. before leaving it ) of enjoying plush posts and " Did he struggle for Telangana all through his life. Why not?:

Well ! Its a democracy anyone can be the CM .Many prospective candidates , Jaipal Reddy ,Jana Reddy ,Harish Rao ..the list is endless .KCR does not want to become the CM , so we need to respect his views.
But is this a question ..we have more than capable people to be the Chief Minister.But what we know for sure is the following will not be our CM
- We wont have a political novice (read Y.S Jagan) who has made millions taking the wrong route as our CM
- We wont have a film star (read chiranjeevi) who does nothing but change his stand on issues as our CM
- We wont have a turncoat (read CMN) who is corrupt to the core as our CM

Prospective CM.... definately no one is there in Telangana Congress party. If that happens...ha...better settle outside Telangana.

I agree that Telangana is backward or made backward by dubious Political Leaders.
But can you tell me,
Why People from Telangana Region didn't protest, for example, for fast tracking of Srisailam Left Bank Canal Project?
I only want to know why people didn't protest, as now, when the irregularities are happening?
The protests, atleast I felt, gather momentum only when Separate Telangana is an objective.
Why is that so? or Is it that attention of media is caught only when Separate Telangana is the objective?
Protests for development, protests against irregularities would have been better than protests for Separate Telangana.

STATE OF TELANGANA; THE NEW PARADIGM

The irretrievable statement of Mr. Chidambaram “ the process of starting formation of Telangana state has been initiated” is the sweetest music to the ears of millions of people hailing from Telangana and their fraternity all over the world. The Centre acted acknowledging the long pending demand of Telanganites. This announcement is also in tune with the Congress Manifesto of 2009 elections.
‘We will continue to be sensitive to regional aspirations”
“The Indian National Congress is aware that in some large states the persistence of intra-regional imbalances in development has given rise to the demand for separate states. While it has introduced several programmes to redress these disparities, recognising the legitimacy of these concerns and acknowledging that the solution may vary from one state to another, the Indian National Congress will find pragmatic solutions to deal with these demands”
At the same, everyone involved is also aware that this is a long drawn out affair. It is also a historically well-known fact that formation of Andhra State from erstwhile Madras state was too a prolonged process. Soon after Independence, it was agreed, in 1950, for a creation of Andhra State and accordingly a State Division Committee was also set up by the then Combined Madras State. But the process was stalled due to the claim on “Madras” city. Then, Shri Potti Sreeramulu, went on fast for 59 days in order to press the claim on “Madras” city for the proposed Andhra State. In fact, he was not the first advocate of a separate “ Andhra State”, but it was Shri T. Prakasham, the then Chief Minister of Combined Madras State in 1946, who persistently campaigned single-handedly for the separate Andhra State before and after Independence. Ultimately, Andhra State was formed on 1st October 1953 with Kurnool as “Capital” after the sad demise of fasting Sreeramulu on 16th December 1952.
Life is never at a standstill since society is dynamic. The founder President of USA Thomas Jefferson said every generation is a new nation. We are fully aware that most of the population of Telangana is very young and they are looking forward to an inclusive Telangana, where their aspirations and dreams would find sufficient opportunities and expression for the fulfillment. As the formation of Telangana State is an imminent reality sooner than later, it is time for this generation of Telangana to think of a roadmap for building an economically strong and people-sensitive Telangana. Therefore, “The Telangana First” roadmap should consider the following.
I) Administrative Infrastructure
1) The approximate population of Telangana is around 45 millions. The area of 9 rural districts in Telangana is around 98,611 sq. kms. The average district area is around 10,956 sq. km, whereas the national average district area size is around 5,543 sq. km. Punjab has 17 districts in an area of 50,362 sq. km with population of 25 million. Haryana has 19 districts in an area of 44,212 sq. kms with population of 22 millions. Therefore, a District Reorganization Committee would be formed to create around 25 districts in Telangana in order to create a responsive and local-sensitive administrative structure.
2) All Government Offices in the District would function from a single Administrative Complex so that all government services are accessible to people under one roof. Similarly, all government offices at Mandal level would function from one administrative complex.
3) E-Governance will be given top priority in all dealings of the government. Through such initiative, it will be ensured that any grievance or complaint from citizen gets resolved within a specific time-frame of a fortnight.
4) The Police Reforms as directed by Supreme Court and Govt. of India would be implemented speedily in letter and spirit within a time-frame of two years.
5) Provision of Urban Amenities in Rural Areas(PURA) Scheme, the pet project of former President Mr. Abdul Kalam would be given top priority to create urban infrastructure and services in rural hub to create economic opportunities in rural areas.
6) The backward areas of Telangana would be given special thrust and focus through innovative administrative initiatives to ensure all round development of these regions within a specific time-frame of five to seven years, keeping the local potential in perspective.
7) Unique Identification Project(UID) of Central Government will be extended full support to get it implemented on a top priority basis in entire Telangana State within a period of two years.
8) Judicial machinery would be streamlined to deliver the justice within the specific time-frame by improving internal efficiencies through technology. All pending cases would be cleared within a time-frame of two years.
9) Land Records would be digitized on a mission mode within period of two years.
10) Gram Panchayats and Municipalities would be empowered in accordance with the spirit of 73rd and 74 the Amendments of Constitution within a period of five years. The principle of local governance would be given utmost importance. New Municipalities and Municipal Corporations would be constituted wherever is required.
II) HUMAN RESOURCES INFRASTRUCTURE
1) Compulsory Free Education of all children till 10th Standard would be rigorously implemented with focus on vocational skills. The medium of instruction would be English with adequate focus on Telugu and Urdu. It is to be ensured that 100% literacy is achieved within five years. Special efforts would also be made for the education of girl child. Communication skills in English would be given special importance at School level.
2) Every Mandal will have a Junior College. Higher education will be made accessible to rural youth of Telangana.
3) The energies and resources of large base of NRI population of Telangana would be fully and exclusively mobilized to provide educational opportunities and enhance skill profile of the youth of Telangana.
4) All universities in Telangana would be nurtured to World Class Standards with active cooperation and involvement of Telangana intellectuals. Humanities and Social Sciences would be fully encouraged in all universities. 500 Scholarships per annum would be provided to pursue higher education and research in Social Sciences and Humanities to ensure the development of multi-faceted Telangana intellectuals. In the long run, an establishment of an exclusive University of Arts, Social Sciences and Humanities would also be considered. Similarly, a Muslim University would also be set up on the lines of Aligarh Muslim University near the old city of Hyderabad to revive and nurture Islamic art, culture and intellect.
5) Infrastructure and amenities at BC, SC and ST hostels would be fully augmented and upgraded to enable students to focus on their education. Students belonging to these categories would be encouraged to aim at higher education and research in National Institutes of Excellence like IITs, IIMs and IISC with assurance of fully-funded scholarships. An Educational Finance Corporation would be set up to provide loans and support to other economically backward students seeking professional qualifications on easy terms and to provide guarantee to the educational loans sanctioned by Banks. A Skill Development Board would be set up to review and nurture the all-round skill profile of Telangana youth. In a nutshell, Telangana would be developed as the most dynamic and integrated Human Resource Hub of the country in all angles.
6) Sports and other extra-curricular activities would be given importance for the all-round growth of youth. NCC activities would be extended to around 1000 schools across Telangana. 1000 NCC cadets would be given scholarship every year to pursue their academics. All towns with population of more than 50,000 would be provided a multi-purpose sports stadium-cum-swimming pools to nurture the talent in these extra-curricular activities. Special attention would also be given to encourage women talent in sports and in NCC.
III) SOCIAL AND HEALTH INFRASTRUCTURE
1) A Social Development Board would be set up to study and look into social indicators of Telangana. Human Rights and RTI campaigners, Civil Society organizations would be given adequate importance and representation in this SDB. An Annual Report of Social Development Indicators would be published and submitted to Legislative Assembly to discuss the issues and guide the administration for the equitable and balanced growth of all areas and all segments of population.
2) Primary Health Centres would be set up in each Mandal with adequate infrastructure. Compulsory Rural Service would be considered for medical students. Adequate weightage for Rural Service would be factored for pursuing higher medical education.
3) Family Planning would be given necessary impetus. Women and Child care would be given a focused attention.
4) Four Super Specialty Hospitals would be set up in four corners of Telangana.
5) Women would be given representation in all walks of economic and social life. 50% reservation in Panchayats and Municipalities would be provided to women from all social segments. 33% reservation for women would be provided in all government jobs. More women would be encouraged to join Police and Judicial administration.
6) Efforts would be made to provide relevance health insurance to entire population. Senior Citizens and Women would be provided free medical facilities
IV) AGRICULTURE AND RURAL INFRASTRUCTURE
1) Agriculture is the main backbone of Telangana economy. But, it is mired in many complexities. There is a need for integrating all pre-harvesting and post-harvesting activities to ensure the economic viability and sustenance of Agriculture. To begin with, a State Agriculture Commission would be constituted to integrate all activities of agriculture under one umbrella. The commission would be adequately empowered for this purpose to bring an integrated development of Agriculture sector on a “mission” mode. It will be the responsibility of this Commission to ensure necessary mechanism so that no farmer commits suicide in the State of Telangana. An Annual Status Report on Agriculture in the State of Telangana would be prepared by the Commission and submitted to Assembly for review and necessary policy level interventions.
2) The issue of Land Holding Rights and Tenancy Rights would also be given necessary fresh review in tune with modern demands of Agriculture. Computerisation of Land Records would be done replicating Karnataka “Bhoomi” model.
3) Distribution of Agricultural lands to tillers belonging to BCs, SCs and STs would be completed within a period of one year.
4) Rural Cooperative Credit Structure would be revamped and revitalized in accordance with Dr. Vaidyanathan Committee Recommendations and in close coordination with NABARD and RBI on a top-priority basis. Rural Credit and Crop Insurance and Financial Inclusion would also be given necessary thrust.
5) All major and minor irrigation projects would be completed on a “mission” mode to bring irrigation access to additional 5 million acres within next five years.
6) The due share of Krishna and Godavari waters would be fully utilized for irrigation and drinking water purposes.
7) NREGS and other Central Government Schemes would be utilized to totally revamp and revitalize Village Tanks Infrastructure within a period of two years.
8) All villages would be connected through all weather roads to near-by towns and Mandal headquarters and market yards.
9) All villages will be provided with mobile and broadband internet connectivity within a period of two years. Subsidized Broadband connectivity would be provided to rural households.
10) Gram Sabhas and Village Development Councils would be strengthened to ensure participative and integrated development model.
V) ECONOMIC INFRASTRUCTURE
1) An Industrial Promotion Board would be set up for rapid industrialization of Telangana State utilizing its mineral, physical and human resources. It will engage all industrialists, policy makers, entrepreneurs and NRIs to effectively promote all round industrial activity in entire State of Telangana in accordance with environmental concerns. Investments from all parts of India and outside would be tapped to give fillip to industrialization and to provide employment opportunities to the local population. Industrial Hubs with full infrastructure would be created with adequate incentives to lure investments to these hubs. All energies of State would be fully deployed to create one million jobs within 5 years in Industrial Sector alone.
2) Thermal Power Projects with installed capacity of 5000 MW in Private and Public sector would be encouraged and implemented in coal-belt of Telangana within 5 years.
3) Hyderabad city would be connected with Warangal, Ramagundam, Kothagudem with a four-lane highway within three years. All towns within 100 KM radius of Hyderabd city would also be connected with four-lane highways.
4) IT hubs with attractive incentives would be created in Tier II and III centers to allow IT Industry to diversify into these areas to reap the cost-effective delivery models through employment of local talent.
5) Agri-Processing Industry would be given a big boost to contribute to healthy growth of agriculture sector and to provide necessary value addition to agricultural produce.
6) Greater Hyderabad would be modeled to become top most the investor friendly and infrastructurally well-endowed Metro in the country with quick completion of Outer Ring Road. A road-map to provide cheap Railway and Public Transport to all parts of Hyderabad Metro would be designed to ensure maximum commuting time of 30 minutes to reach any part of the City.
7) Urban Infrastructure in other major cities would be upgraded using Jawaharlal Nehru Urban Renewal Mission project of Central Government.
8) Housing Sector would be given a special attention in the entire state of Telangana. It would be ensured to provide shelter to every resident of Telangana State irrespective of their social and economic background through massive interventions in Government and Private Sector. “An affordable Home for All” would be major policy level slogan of Telangana State and would be implemented in five years.
9) Express Highway Projects between Hyderabad and Vijayawada and Hyderabad and Kurnool would be pursued with Central Government for implementation through NHAI.
10) An Annual Industrial Report would be prepared and submitted to Legislative Assembly for enhancing public debate and to provide necessary policy level interventions.
11) It will be the Endeavour of Telangana State to achieve 10% annual growth in State GSDP for next 20 years through inclusive and pro-active policies and create a “Socially and Economically Empowered State” and emerge as a role model for the rest of the country.
As Economic integration of India happened through introduction of VAT and the proposed introduction of GST, the physical boundaries of States have now no relevance. Therefore, it is essential that every Telanganite irrespective of his social and economic status is sufficiently charged up and is willing to contribute to building a “Vibrant Telangana” in our lifetime. Telangana State should be the beginning of the process of building a “Modern India” through more small states. Let all Telanganites rededicate to the greater cause of Telangana remembering the following.
